"A VOTE FOR DR. CARLOS RICHARD IS A VOTE FOR YOUTH & WORKING FAMILIES"

Dr. Richard will work in collaboration with county, city and state officials to transition homeless and houseless individuals from the streets into stable housing. 

It is high time to ensure that strategic funding investments are utilized in the most equitable ways to address homelessness, addictions and mental health challenges with clear and measurable goals that lead to success. 

Dr. Richard will support, advocate and elevate the voice of youth and working families as well as small businesses so that their needs and concerns are not forgotten or placed on a shelf as we continue to address homelessness, the fentanyl crisis, and mental health challenges.

Dr. Richard will ensure that Equity remains at the core of all decisions that impact seniors, 
veterans, ethnic and diverse communities, as well as the most marginalized members in our community.

“I have known Dr. Carlos Richard for well over 25 years and he is just as passionate today about District 2 as he was 25 years ago. He sincerely cares about youth, families, and the community and has demonstrated his compassion for District 2 as a child welfare case worker, self-sufficiency case manager, and operations manager with the Department of Human Services (DHS). Dr. Richard is a proficient diversity, equity, and inclusion practitioner with many years of experience developing successful strategic plans centering the needs and voices of individuals most impacted by privilege, process, and power. As Director of Successful Families 2020 (SF2020), Dr. Richard worked in collaboration with two of the largest school districts in Oregon and five of the most successful culturally specific organizations to close the achievement gap and increase graduation rates for ethnic and diverse students. Dr. Richard has lived in N/NE Portland for over five decades and knows District 2 better than anyone. A vote for Dr. Richard is a vote for youth and working families and a strategic plan to address homelessness and the fentanyl crisis, a vote for Dr. Richard is a vote for equity and inclusion, a vote for small business, and a vote for seniors, veterans, and individuals who struggle with mental health and addiction challenges.
